		<description>I have not yet read this book, but it appears to be quite a good study of counterinsurgency operations, a current hot button issue. Still I have to agree with the criticisms noted in Steele’s review. Insurgency and counterinsurgency are more than military problems and do involve issues of morality and integrity.  Also while it is a sound approach to use historical analysis to develop current theory one has to be careful to recognize that time and place strongly effect how any insurgency and counter-insurgency will play out.  There is also the matter of perception and national will which often determine the outcome of an insurgency independently of tactical success or failure (Vietnam comes to mind). In short as Steele points out insurgency and counter-insurgency are complex mixes that extend beyond military tactics and techniques.</description>
