Dysfunctionalism is both a personality disorder and an institutional disorder.  Public administration can refer to the pseudi-discipline of public administation, and to the functions of governance for which the discipline serves as a clerk, offering no normative or pro-functionality frame of reference.

The general definition of dysfunctional is (1) failing to perform the function that is normally expected, (2) unable to function emotionally as a social unit, (3) not functioning normally.

There are three general types of dysfunction in public administration:

01  During the wrong thing wrong.
02  Doing the wrong thing right.
03  Doing the right thing wrong.

At the very highest level, public administration deals, in theory, with optimizing ends (what do we all want and need) with ways (how can we best achieve our ends) and means (how do we pay for the capabilities and behaviors that lead the the achievement of our ends).

Dysfunctionalism is distinct from corruption in that it encompasses all the good people with the best of intentions who are doing the wrong things, at great expense, because they do not know any better and their political elite are totally corrupt and totally divorced from the actual needs and desires of the public.  The elite do not see the public as “We” but rather as farm animals (useful) and also “useless eaters” (Henry Kissinger's term) who are best exploited with drugs until they die or go into the prison-slave system.

The purpose of creating a field — a true discipline — of public governance is to achieve the following objectives:

01  Create a discipline that places the public foremost, and establishes normative standards for functional public governance

02  Create an evaluative typology and epistemolophy for classifying all forms of governance (not just governments, but also academic, civil society including labor and religion, commerce, law enforcement, media, military, and non-government/non-profit) and then creating a completely new functionality of hybrid governance enabled by open-source decision-support.

03  Be the moral and intellectual foundation for cross-fertilizing Open Source Everything (OSE) and Multinational, Multiagency, Multidisciplinary, Multidomain Information0Sharing and Sense-Making (M4IS2) among the eight tribes of governance.
