EVOLVER EDITIONS, an imprint of North Atlantic Books, has contracted with Robert Steele for a volume to be released in June 2012. The first draft is done, the book will now go through multiple editorial cycles. This is the first book by Steele to be distributed globally, by Random House Publisher Services, beginning with U.S. bookstores. The intent, partly tongue-in-cheek, is to create a Jonathan Livingston Seagull meets What Color is Your Parachute?–an explanation of all of Steele’s pioneering ideas that is easily accessible to citizens at any education level and that is highly relevant to citizen participatory democracy and new forms of hybrid governance without government.

PKI Book Two
INTELLIGENCE for PEACE: Multinational, Multifunctional Information-Sharing and Sense-Making, edited by Col Jan-Inge Svensson, SE (Ret), the foremost authority and educator on peace intelligence and the use of unclassified decisions support, goes to the printer on or about 1 December 2009.
This is the sequel to PEACEKEEPING INTELLIGENCE: Emerging Concepts for the Future.
Anyone wishing to contribute to this book, now tentatively scheduled to go to the printer on 1 December, must contact Col Svensson at the Folke Bernadotte Academy. Ideally, submit to him a one page overview of the proposed piece, which must address practical concepts, doctrines, tactics, tools, and produres relevant to peace intelligence. This book is intended to be the interim handbook for the United Nations Open-Source Decision-Support Information Network (UNODIN), a global grid that incorporates the Joint Military Analysis Centers (JMAC) and Joint Operations Centers (JOC), but does all that the Brahimi Report recommended, and more.
Over 35 peices are now in hand and being weeded down, in many cases simply being shortened with an easy link to the longer online version. As with all OSS/EIN books, the book–and in this case–additional supporting materials–will be easily available online at www.oss.net/Peace.

I conceptualized this book with help from Tom Atlee and George Por, but after discovering Mark Tovey, a Canadian PhD student exploring the intersection of Collective Intelligence (not yet an accepted academic discipline) and Cognitive Science (very scientific, not properly addressing the humanity of it all), I turned the book over to him and he literally doubled the content, added organizational coherence I would not have been capable of, and created the first book in the new discipline of Collective Intelligence.
This is also the first book published under the banner of Earth Intelligence Network, a 501c3 Public Charity developing public intelligence in the public interest. We are especially focused on the EarthGame developed by Medard Gabel, who created the World Game with Buckminster Fuller, believing that in such a Serious Game we can achieve both a fully-informed public and the ability to self-govern at the line-item level as active members of multiple communities–Panarchy instead of Anarchy, with Zero Waste.

Congressman Rob Simmons (R-CT-02) lost by eighty-three votes in 2006. A retired U.S. Army Colonel who pioneered Open Source Intelligence (OSINT) and whose service on the House Committee for Homeland Security focused on the urgency of greating public intelligence useful to our state, county, municipality, and tribal leaders, his defeat came in part because two editorial boards in his district turned against him with the tide of the times, completely unaware of his very big ideas. This book, published in 2006, was distributed to every member of the House by his staff, and to every Senator by my staff, and we can now be quite certain that not a single Member every actually read this book (just as they do not actually read the legislation they vote on such as the Patriot Act). I have learned a great deal from colleagues at the U.S. Special Operations Command. Their most memorable lesson is captured in the following quotation from a person who in my mind represents the very best intellect and ethics that command has to offer:
“Secret intelligence is 10% of all-source intelligence, and all-source intelligence is 10% of Information Operaitons (IO).”
I have long known that acquisition and logistics are the red-headed step-children of the global defense community, and long realized that we create force structure without regard to the actual threat or the actual geospatial conditions in which we will be waging war and peace, but with this book I attempted to address the totality of our information needs in relation to strategic planning and programming for Whole of Government operations, not just military operations. I also believe that we have failed to develop decision support as well as IO capabilities relevant to cdost avoidance, burden sharing, and leveraging opportunities for creating a prosperous world at peace.

With a tip of the hat to the Netherlands Intelligence Studies Association and the Netherlands Defence College who hosted the most original conference on this topic ever, butdid not plan a book, I stepped in to meet the need for such a book. I learned from this group, especially from co-editors Ben de Jong and Wies Patje, and General Patrick Cammaert, RN NL (featured on the cover, in blue uniform) .
The United Nations continues to lack organic decision-support (the same is true of NATO). Being dependent on Member states that either do not invest in decision-support to begin with, or if they do, focus almost exclusively on secret sources and methods, is a certain prescription for issuing uninformed strategic mandates, poorly-devised force structure requets, dangerous tactical rules of engagement, and insufficient technical authorizations.
The book includes excerpts from the Brahimi Report and a Leadership Digest for Peacekeeping Intelligence.

My second book, a further expression of my view that intelligence is not about secrets, it is about decision-support, with most of the needed information being open source information, albeit in 183 languages the secret world does not understand. This book began my exploration of work by others on Collective Intelligence and was my first exploration of the reality that the public should be receiving intelligence but is not, at the same time that the President receives less than 5% of what he needs at a cost to the taxpayer of $65 billion and more per year.
The preface focuses on the manner in which the Internet now makes possible–but governments and corporations at all levels continue to deny–transparency and accountability to the public at the line item level. The tax revolt that is taking place in America today is a direct consequence of the separation of those who pay from those who allocate the funds “in our name,” and those who collect from the public treasury funds earmarked for special intersts, not actually in the public interest.
