		<description><![CDATA[It seems to me that the issue of what motivated President Obama’s decision to surge some 30, 000 additional troops to Afghanistan is a red herring. The real issue is the fact that our involvement in Afghanistan from the beginning was made without the strategic deliberation that Sun Tzu advocated (“compute all the factors”, etc.). Equally important the current operations in Afghanistan and the strategy driving them reflect a profound ignorance of the multi-level opposition. Yet Sun Tzu in every way imaginable argues that you must know your opponent (e.g. “Know the other and know yourself”).  The Taliban insurgents for example incorporate a number of disparate elements and a one size fits all strategy may not work. As for al Qaeda and bin Laden the U.S. Intelligence Community still doesn’t know if al Qaeda is a loosely networked movement or a centralized hierarchy or if bin Laden is commander in chief, a figure head or dead. Even if you don’t think Sun Tzu has all the answers it must be obvious that we lack the basic knowledge to create an effective strategy for Afghanistan.]]></description>

		<description><![CDATA[Leiter is precisely the wrong kind of guy to be managing an outfit like NCTC, as Mel Goodman pointed out the people running intelligence producing shops ought to at least understand the core processes of intelligence production. He is of course completely at the mercy (by choice) of his staff and management team at NCTC for all of his information. Although had he any real knowledge he might question the suspiciously round numbers of 5,000 pieces of information and 5,000 terrorist names everyday for his analysts to review. This sounds as phony as supposedly 80 data bases NCTC folks have to deal with daily. 
Before another analyst or an other dollar is allocated to the NCTC, I would suggest its operations and structure be reviewed by an independent panel composed of retired, but free thinking analysts like Mel Goodman, John Gentry, and Richard Russell as well folks outside the box like Robert M. Clark. It should also contain several genuine systems engineers and architects to review NCTC IT support including its “80” data bases. Finally the panel should have some actual knowledge managers who are not affiliated with the government look at NCTC management structure and practices. Such a panel would be truly effective if it was under the stewardship of a knowledgeable iconoclast like Robert Steele, but figure the odds. 
As for John Brenner, I do not believe he has done a very good job advising the President or helping to create the NCTC.  For one thing he does not believe in target knowledge as essential for effective intelligence analysis and in a related matter believes that contactor analysts without prior experience in a specific topic can still do as good a job as in-house analysts with target knowledge. He argued with me quite politely on this topic and I was impressed, but I now think that this was because he saw me as a potential recruit for company.]]></description>
